Valencia’s procurement department is pleased to announce that Rhonda Ulmer joined the College as managing director of procurement on Tuesday, August 19, 2014.
In this role, Rhonda will manage procurement staff, conduct the procurement process in a manner that provides the foundation for increased transparency, impartiality and accountability, support Valencia’s Minority and Women’s Business Enterprise Programs (MWBE) and administer the procurement of commodities and services, contract negotiations and the P-card program, among other key responsibilities.
Rhonda has more than 30 years of public procurement experience, having worked for Orange County Public Schools, City of Longwood, Osceola County Board of County Commissioners and the City of Orlando.
She has served on the Universal Public Purchasing Certification Council to develop new standards for procurement certifications such as Certified Professional Public Buyer (CPPB) and Certified Public Procurement Officer (CPPO). She has served on the Governor’s Task Force as a subject matter expert for the rewrite of the auditor selection legislation, and also performed peer review audit for Council of Great City Schools to benchmark standards for the Council of Great City Schools award.
A Certified Public Purchasing Officer (CPPO), Rhonda is also a Certified Purchasing Manager (CPM) and Florida Certified Contract Negotiator (FCCN). She is a graduate of the University of Central Florida, where she received a Bachelor of Arts degree in liberal studies with a minor in communications management.
