Organization Matters – Policy & General Counsel

Each year the college engages several community partners, companies, and individuals through formal contractual agreements to help accomplish our work. Monitoring these agreements and ensuring the college is protected from legal ramifications is the responsibility of the Policy and General Counsel team. This article is the eighth in a series called “Organization Matters” in which we will share information about changes in college and campus leadership.

The Office of Policy and General Counsel, led by Vice President Bill Mullowney, is responsible for maintaining the college’s policies, reviewing all contracts, providing legal advice, ensuring that our policies are in compliance with state and federal requirements, and representing the college’s interests in state legislative matters.

If you are looking for Bill between January and March each year, you will likely find him in Tallahassee. There, he works closely with legislators and community college lobbying organizations (such as the Association of Florida Colleges) to ensure that the issues most pressing to Valencia are brought before state decision-makers. Before, during, and after each legislative session, Bill prepares reports and summaries to share with the college community and our local advocates to keep us well-informed about current issues.

Though the list of responsibilities above is long, the office is staffed with only three people to support Bill: Assistant General Counsel Leslie Bissinger Golden, Executive Assistant Solange Fernandez Del Pino, and Equal Opportunity Officer Kevin Bonnewitz. This team works on both long-range projects and day-to-day issues that benefit from sound legal counsel, all in support of our faculty and staff.
