Policy Update: Employee, Dependent and Program Development Funds

In this Policy Update series, you’ll receive information about recently updated, repealed or approved policies to ensure you are kept abreast of key policy changes. We are excited to provide you with relevant and timely policy information to assist you in your role and your team’s contributions to the College.

In May 2018, Valencia’s District Board of Trustees approved the consolidation of College Policies 6Hx28: 3C-07 and 3C-09. You may have known these previous policies as Staff and Program Development (SPD) funds for employees and tuition waivers for dependents. The updated policy is called Employee, Dependent and Program Development Funds, with procedures including three main categories:

Employee Development Funds (EDF)
With supervisor approval, full-time employees in your area who have been employed at the College in a full-time position for a minimum of six continuous months are eligible for:

  • Tuition up to 18 credit hours per fiscal year at Valencia College, if the employee is degree seeking or seeking a technical certificate; OR
  • Up to $1,100 dollars per fiscal year for eligible professional development; tuition reimbursement from another United States regionally accredited higher education institution; or a combination of professional development and Valencia non-degree seeking courses.

Dependent Tuition
Full-time employees in your area who have been employed at the College in a full-time position for a minimum of six continuous months may have their eligible dependent register for up to a maximum of six credit hours per term toward credit and non-credit courses at Valencia College.

  • An eligible dependent is a non-Valencia College employee who is a spouse, domestic partner or child of a Valencia College employee.
  • Note: A child of two eligible Valencia College employees may take a maximum of 12 credit hours per term.

Program Development Funds
These funds are managed by senior leadership to support program initiation or innovation. Please refer to each department senior leader for the distribution process.

As a supervisor, you can take advantage of these Total Rewards and, most importantly, be a champion in promoting these opportunities to your employees as part of your performance evaluations or ongoing development conversations. To assist in supporting your areas as an informed leader, I encourage you to become familiar with the process by referring to College Policy 6Hx28: 3C-07 Employee, Dependent and Program Development Funds.

The two forms* (Request for EDF and Request for Valencia College Course Tuition) will be located soon in ATLAS under Valencia Forms. Please note: All forms, including those for Valencia classes and Continuing Education, should be routed to your ODHR Regional Solution Center for approval.
